In order to implement the spirit of the Third and Fourth Plenary Sessions of the Eighteenth Central Committee of the CPC, in accordance with the deployment of the State Council executive meeting on November 15, 2014, we issued a "Pricing Catalog of the State Planning Commission and Relevant Departments of the State Council" (Order No. 11) was comprehensively sorted out and revised to form the "Central Pricing Catalog" (draft for comments), which is now announced and publicly solicited opinions. People from all walks of life are welcome to participate actively and actively provide suggestions and suggestions.

Annex 2 Notes on Revision of the Central Pricing Catalog

Article 19 of the "Price Law" stipulates that "the government's guidance price, the government's pricing power and specific scope of application are based on the central and local pricing catalogs." The Pricing Catalogue of the State Planning Commission and the Relevant Departments of the State Council issued in 2001 (Order No. 11 of the State Planning Commission, referred to as the Central Pricing Catalogue) stipulates that government pricing management shall be applied to the prices of 13 types of goods and services. For more than a decade, with the deepening of price reforms, the prices of commodities and services such as important central reserves, fertilizers, and basic telecommunications services have been set by the market. At present, the prices actually managed by the central government are 10 kinds (classes).

In order to implement the spirit of the Third and Fourth Plenary Sessions of the 18th Central Committee of the Party, make the market play a decisive role in the allocation of resources and better play the role of the government, and improve the mechanism for the price to be determined mainly by the market. The meeting was planned, and the National Development and Reform Commission discussed relevant departments. While steadily launching a series of price reform measures, it carefully reviewed and revised the current central pricing projects to form the "Central Pricing Catalog" (draft for comments). On April 24, 2015, the 14th Session of the Standing Committee of the Twelfth National People's Congress passed the Drug Administration Law, the Tobacco Monopoly Law, the Railway Law, the Postal Law, the Civil Aviation Law, and the Amendments to the Compulsory Education Law, the Notarization Law, and the Decision of the Standing Committee of the National People's Congress on Judicial Authentication Management (Presidential Order of the People's Republic of China Nos. 25, 26, and 27) The relevant provisions concerning price reform were revised to make this revision of the central pricing catalogue legally valid. The revised central pricing catalogue has 7 types (categories) and 25 pricing items.

Note: 1. The benchmark prices and floating ranges, charging standards and floating ranges listed in the "Pricing Content" column of this catalogue refer to government-guided prices, and others refer to government pricing. State administrative agency charges, published prices of crude oil, refined oil prices, and urban benchmark land prices are still managed in accordance with current relevant regulations.
2. The laws and regulations have clear provisions and the State Council authorizes the State Planning Commission to manage the prices of goods or services automatically entered into this catalog according to changes in market conditions. For products and services that are monopolized by the buyer or seller, the State Planning Commission shall coordinate and manage the necessary products in the event of price conflicts. Relevant departments of the State Council, in accordance with the relevant national laws and regulations, for the sake of special reasons such as safety and environmental protection, force the price of goods (or services) used throughout the country to be managed by the State Planning Commission as necessary.
3. According to the provisions of Article 19 of the "Price Law", the competent price departments of the people's governments of the provinces, autonomous regions and municipalities directly under the Central Government shall formulate local pricing catalogs within the scope specified in Article 18 of the "Price Law". The local pricing catalog includes two parts: (1) The varieties listed in this catalog should also be listed in the local pricing catalog, and the pricing department of the State Council shall be indicated. Among the commodities listed in the central pricing catalog, the price department of the State Council only sets the prices of representative products, and the prices of non-representative products are set by the localities in accordance with the pricing catalog. (2) The prices of local goods and services that comply with the provisions of Article 18 of the "Price Law" on government guidance prices and government pricing conditions may be included in the local pricing catalog.

4. On October 21, 2015, the National Development and Reform Commission announced the revised Central Pricing Catalog. Compared with the current catalog, the newly revised Central Pricing Catalogue has reduced its pricing categories from 13 categories (categories) to 7 categories (categories) such as natural gas, water supply for water conservancy projects, electricity, and important postal services, a decrease of approximately 46%; specific pricing The number of projects was reduced from about 100 to 20, a reduction of about 80%. Of the 20 items retained, 13 were mainly managed by the Development and Reform Commission, and 7 were mainly managed by industry authorities.

In addition, the reserved pricing items are all listed in a list form, and the specific pricing content and scope are specified item by item. For some projects that are still managed temporarily according to the current method, and that the management method will be released or adjusted in a timely manner depending on factors such as the reform process, the items are explained in the "footnotes" of the catalog.

The new catalog will take effect on January 1, 2016.
